Nagorno-Karabakh: can the Minsk Group shed its reputation as ineffective?

The OSCE Minsk Group was founded at the end of the first Karabakh war in 1992 to find a peaceful solution to the conflict. The Group is jointly chaired by France, Russia and the US, which, as FRANCE 24’s international affairs editor Armen Georgian notes, each have large Armenian diasporas. Turkey and Azerbaijan have long perceived the Group to be ineffective.
