Transport secretary Mark Harper MP has apologised for disruption to thousands of travellers after a “technical issue” at air traffic control forced the system to rely on a lower capacity backup. Mr Harper says that the disruption was not caused by a cyber attack, and that such difficulties on this scale have not occurred in more than a decade.
