An independent commission on access to abortion set up by the German government has presented its findings. The procedure is technically illegal except in cases of rape and health risk – but abortions in the first 12 weeks are not punished if accompanied by counseling.
The report concluded that access should be improved. It also called for the ban on egg donation to be lifted and for non-commercial surrogacy to be liberalized.
German government officials have reacted cautiously to a commission’s report on reforming the country’s abortion laws. They will take time to study the 600-page report.
