Police say the "shocking scenes" in Sunderland showed "unforgiveable violence and disorder" with officers met with "serious and sustained levels of violence".
Speaking at a news conference, Northumbria chief superintendent Mark Hall said ten people had been arrested so far.
He said: "We have officers out now making further arrests for those identified and that will continue in the coming days as well."
Police became aware of the potential for a protest earlier this week and planned for disorder given the unrest across England.
