Beijing is getting ready to host the latest Forum on China-Africa Cooperation. The event is held every three years and this year takes place against the backdrop of slowing economic growth in China. Beijing’s loans to Africa have fallen drastically since their 2016 peak, while the conditions it imposes on its spending there are coming under increasing scrutiny. DW asks veteran US diplomat and author David Shinn about whether Beijing is more interested in political or economic influence.
