A chemical fire broke out at a plant in Conyers, just outside Atlanta, Georgia on September 29, releasing plumes of thick black smoke into the sky.
Around 17,000 residents were warned to evacuate and multiple roads were closed by what is the third time in seven years that the plant has seen a fire, according to officials.
