NATO Chief Mark Rutte says the presence of North Korean troops on the battlefield in Ukraine would mark a "significant escalation" of Russia’s invasion. Rutte was responding to unverified warnings of troop movements by South Korea. It comes months after Moscow and Pyongyang signed a military deal.
