Hurricane Oscar, economic woes, and US sanctions undermine Cuba’s ability to restore electricity

Hurricane Oscar has been battering Cuba, on top of four days of blackouts. The storm is complicating efforts to restore electricity following the collapse of a key power plant. Some people have taken to the streets, but Cuba’s communist President Miguel Diaz-Canel has warned that protests will not be tolerated.
