In Baku, Azerbaijan, the UN climate conference has gone into overtime. Delegates are negotiating over a last minute proposal that calls on industrialized countries to increase climate aid.
The plan foresees wealthy countries paying 250 billion dollars per year to help developing nations combat the effects of global warming. It also sets a broader goal of raising 1-point-3 trillion dollars annually by 2035. But it does not specify whether countries such as China and the oil-producing Gulf states should also pay.
