- This group was renting out abandoned state buildings and filling them dorm style with entire families of illegals. The overhead must have been pretty low, so I believe their execs took a big chunk of it. Same thing is happening with the homeless in Ca.
- That is the beauty of a not-for-profit. You can pay yourself as much as you want as long as you spend 5% on the stated purpose of your NGO. So any federal funds allocated to an NGO is usually a payoff disguised as well-meant USAID goodness.
