A Council of Europe report warns that hate speech in Croatia is widespread — targeting, migrants, Roma, Serbs and people of African descent, among others. Last year, Croatia issued more than 200,000 work permits for foreign nationals — setting a record. But with weak integration policies, many of these workers remain vulnerable.
