Zia Yusuf says the recapture of a prisoner who was wrongly released has revealed a "catalogue of failures".
Hadush Kebatu, an Ethiopian national who was accidentally freed at HMP Chelmsford on Friday, has been found and arrested this morning following a manhunt.
Reform UK’s head of policy says he is "relieved" Kebatu has now been re-arrested and says he wonders how the victim’s family must feel.
