California is voting on a plan that could boost Democrat chances in the midterm elections. The state wants to redraw congressional districts after Republicans did the same thing in Texas to try to benefit their party. Whoever wins the political tug of war is likely to control the House, which will either help or hinder Donald Trump’s presidency. Selina Downes reports.
