A new US peace proposal leaked from top officials, it would require Ukraine to make sweeping concessions, including ceding territory, recognizing Russia’s control over Crimea and other occupied regions, and cutting its military to 400,000 troops. The draft plan would also force Kyiv to give up all long-range weapons.
