European diplomats have reacted with surprise after Russia and the United States drew up a peace plan for Ukraine.
A 28-point proposal for peace was created between Donald Trump’s negotiator Steve Witkoff and Kremlin official Kirill Dmitriev without European and Ukrainian involvement.
The White House confirmed the proposal has been in the works for a month and President Zelenskyy said he is ready to engage with the U.S.-backed plan.
