Ukraine’s Western allies, including the US, have agreed on a plan to deploy troops to guarantee Kiev’s security if a ceasefire with Russia is reached. US negotiator Steve Witkoff says the plan is ‘as strong as anyone has ever seen’. Andrew Hopkins reports from Paris.
