A federal judge in Minnesota has declined to rein in the president’s crackdown on immigrants. State officials accused federal enforcement agents of civil rights abuses, after two demonstrators died. Meanwhile, Donald Trump has ordered Homeland Security to stay away from protests in Democrat-led cities, unless they ask for federal help. ICE and Border Patrol personnel will still guard federal buildings.
