The European Union has failed to agree on its latest round of sanctions against Russia, as well as crucial financial support for Ukraine. The measures have been blocked by Hungary, amid a dispute over a Russian oil pipeline they say Kiev has halted. The standoff comes as Hungary heads toward elections – and raises fresh questions about the effectiveness of EU diplomacy. TRT World’s Joel Flynn reports from Brussels.
