China and the Philippines traded accusations after an encounter between vessels at the Second Thomas Shoal in the South China Sea on July 20. The Philippines said Chinese Coast Guard personnel struck one of its navy staff on the head with a wooden baton and damaged a rubber boat. China said the Philippines provoked the incident. The Chinese Coast Guard stated it would continue law enforcement operations in the area.
