A Madison police officer shot and killed a man who was already being restrained by police officers during an arrest in Wisconsin on July 22. Eyewitness video shows the man falling to the ground after being tased, with a police officer shooting him three times while he was on the ground. The police released a statement saying the taser was deployed but failed, alleging the man was armed with a knife and injured the police officer who shot him. An independent investigation has been launched.
