India’s Prime Minister Narendra Modi has responded publicly for the first time to the youth-led ‘cockroach’ protests, promising swift reforms and tough penalties over the exam fraud scandal that sparked the unrest. But after a harsh police crackdown on Monday, protesters have broadened their demands to include Modi’s resignation. Can the promises of change can calm a movement that shows no sign of backing down?
