Ghana announces collaboration with ICE to receive deportees

Twenty migrants deported from the United States arrived in Liberia on Thursday, the first group of up to 1,200 deportees that the West African country says it will receive from the US under a new deal.

In a report published in August 2026, Human Rights First and Refugees International said the Trump administration has entered into third-country transfer agreements with “more than 35 states” and forcibly transferred “more than 23,000 people to 26 third countries.”

“These opaque agreements not only make countries around the world complicit in the administration’s cruel deportation campaign, but also make them collaborators in these violations of international refugee and human rights law,” the report said.

Immigration lawyers say the practice is being used as a legal loophole to indirectly return some asylum-seekers to countries they fled.
