US Secretary of state Marco Rubio says the incident at RAF Fairford "clearly involves the hands of a foreign actor".
Five men arrested on suspicion of terror offences near the base, which is used by the US military, were released on bail on Monday.
The military base has long been used as a forward operating location by the US military. The US Air Force said it remains vigilant following the incident.
