Is the threat of AI really about the need for more control over the pace of development?

Anthropic CEO Dario Amodei has called on the AI industry to slow down. OpenAI CEO Sam Altman agreed. At the UN Security Council, Amodei proposed global rules on AI safety.

In Washington, the message is different. US President Donald Trump calls the threat "a hoax" and says "whoever wins, AI wins."

In Beijing, President Xi Jinping says AI must stay "under human control." But neither power is slowing down.

Are these warnings really about the dangerous pace of AI’s progress, or are there other factors at play?
