Yvette Cooper, the shadow home secretary, has accused the government of “going round in circles” on the Rwanda scheme as James Cleverly arrives in Kigali. He is the third home secretary to visit the country in support of the deportation scheme, which Ms Cooper says is “simply a gimmick”. Asked if flights will take off, she says: “I don’t know”, but stresses it is a “failing” scheme.
