Salon owner Toby Dicker says his industry is "totally done" and accused the government of penalising small firms after the government announced changes to National Insurance in the budget.
Mr Dicker, of the Salon Employers Association, was close to tears as he discussed the issue with Kay Burley.
The chancellor announced on Wednesday that the National Insurance rate would increase and the threshold that employers start paying it at will be reduced.
Businesses warn that will mean they will have less cash to give pay rises and create new jobs, which will hit productivity.
