Environment Secretary Steve Reed has told Sky News the current water system in the UK is "failing absolutely everybody".
It comes after it was announced that water bosses who cover up illegal sewage spills could be imprisoned for up to two years under a new law.
"From today there are serious consequences for water bosses who break the law, no more getting away with it scot-free," Mr Reed said.
