Washington is trying to bring Iran’s oil exports to zero. Much of that sanctioned oil ends up in China’s Shandong province, and is often controlled by so-called ‘teapot’ refineries which can’t afford to pay market prices. US sanctions have become their business model, but now they now also face pressure. Camille Nedelec reports.
