Germany’s upper house of parliament has approved plans for a huge financial package, with a strict borrowing rule, the so-called "debt brake", relaxed. The constitutional amendment paves the way for a massive increase in spending on defense and civilian infrastructure via the creation of a 500 billion Euro fund.
