An eyewitness video shows 28-year-old Venezuelan immigrant Wilber Rafael Garces Perez wounded inside his vehicle after an ICE agent shot him in Austin, Texas, on September 20. Garces Perez was taken to hospital, but his attorney said he was removed from hospital four hours after being shot, with the bullet still lodged in his body, and transported to the South Texas ICE Processing Center in Pearsall for interrogation. His attorney alleges he received no pain medication and had to sleep on the floor.
The US Department of Homeland Security (DHS) said in a statement that Garces Perez was an “illegal alien” who had “illegally entered” the United States. His attorney, however, clarified that he had “entered lawfully through a probation program seeking asylum and has a valid work permit.”
