Angela Rayner did not meet the “highest possible standards of proper conduct”, the government’s ethics adviser told Sir Keir Starmer.
Sir Laurie Magnus, the independent adviser on ministerial standard, said Ms Rayner had acted with an "exemplary commitment to public service".
However, his recommendation was that she had broken the code.
