Rachel Reeves will make the case for a society founded on "contribution" in her flagship speech to the Labour Party’s annual conference in Liverpool at midday.
She is set to unveil plans for a "youth jobs guarantee", a policy move she told Wilfred Frost on Sky News Breakfast would aim to "end the scourge of long-term youth unemployment once and for all".
The announcement comes ahead of the autumn budget in November, where the chancellor says she is "standing by" her election pledge not to raise taxes despite rising borrowing costs.
