Health Secretary Matt Hancock says people need to behave as though they already have COVID-19, especially in the new Tier 4 areas of England. He said the new strain of coronavirus was “out of control” and “we need to get it under control by reducing social contact”. He acknowledge that decision meant an ‘awful end to what has been an incredibly difficult year’.
